Increased Investment in Nutrition to Scale Up Quality Nutrition Services
A 19-state programme with UNICEF to move nutrition money from commitment to release: Child Nutrition Fund financing, costed annual plans, digital performance tracking and maternity protection.
Why it matters
Domestic money is what makes nutrition last
Many states had policies but no costed annual plans, weak tracking and heavy dependence on donors. Allocations often went unreleased. The project worked with each state’s committee to change that.

What changed in the states
Katsina: ₦504m CNFReleased in full across 2023 and 2024.
Katsina: LGA agreementAll 23 local governments each committed ₦1 million a month for CMAM logistics.
Zamfara: ₦1.1bn+ approvedFor the Child Nutrition Fund, with ₦110 million released after advocacy.
Gombe: ₦2bn+ earmarkedFor the state nutrition programme in 2024.
Sokoto: ₦500m for RUTFGovernment commitment to buy ready-to-use therapeutic food.
Costed annual plansNutrition Annual Operational Plans costed and harmonised through state committees.
Digital trackingThe Nutrition/SCFN Performance Management System deployed with hands-on training.

How we worked
From the committee room to the Governor’s office
- Situation and budget analyses gave each state its own evidence.
- Breakfast meetings and advocacy visits reached Governors, Commissioners and legislators.
- Hands-on PMS training built reporting skills inside government.
- Media roundtables kept commitments in public view.
What we learned
State committees are the engine.SCFN coordination was central to planning and budgeting.
High-level visits unlock decisions.Commitments followed direct engagement with decision-makers.
Plan for practical gaps.Delayed technical inputs and laptop shortages slowed digital rollout in some states.
