We are excited to inform you that CS-SUNN has supported some State Committees on Food and Nutrition (SCFN) in Nigeria to domesticate the National Committee on Food and Nutrition (NCFN) Terms of Reference for operationalization at the states.
CS-SUNN supported the NCFN to convene a two-day meeting in Abuja with members of the SCFN from Nasarawa, Kaduna and Niger states from the 27th-28th January 2022. The meeting of about 31 participants, had Permanent Secretaries of Ministries, Departments and Agencies (MDAs), State Nutrition Officers, Executive Directors of State Primary Health Care Development Boards, Deputy Directors of MDAs, Planning Officers, the Media and CS-SUNN staff in attendance.
The meeting was aimed at:
-discussing the purpose and roles of the SCFN,
-Understanding the ToR with the common purpose of improving nutritional situations of all Nigerians.
-domesticating the NCFN ToR for the SCFN
-proffering support strategies and mechanisms to achieve the objectives of the ToR
The Deputy Director, Food and Nutrition Division, Federal Ministry of Finance, Budget and National Planning, Chito Nelson while making a presentation on the roles and responsibilities of the NCFN said the committee:
- Provides technical, professional assistance, support and oversight to MDAs in food and nutrition and review of program implementation
- Ensures continuous review of Nutrition Policies and Programs
- Ensures member MDAs/organizations undertake implementation of various policies and programs
- Advises on the formulation of appropriate strategies for policy and program M&E
- Sets up and manages high quality data of nutrition activities
- Leads ongoing advocacy for nutrition in the nation.
- Creates Visibility for Nutrition
She urged the SCFN members to implement the tenets of the ToR, uphold learning and sharing and involve media and information officers of ministries in their activities.
The SCFN representatives from Kaduna, Nasarawa and Niger states broke into groups to domesticate the ToR using the NCFN Tor as guide. The domesticated ToRs reflected structure of the SCFN, purpose, main tasks and responsibilities, lifespan, membership, leadership, accountability mechanisms, working methods, meeting procedures, information sharing mechanisms and guiding documents.
The gathering successfully developed near-final ToRs for the Kaduna, Niger and Nasarawa SCFN. In the coming weeks, it is expected that the NCFN reviews the submissions by the SCFN before printing and operationalization of the ToRs in the states. CS-SUNN will also support Kano and Lagos SCFN to domesticate the ToR. The NCFN/SCFN ToR outlines the guiding tenets on the functionality of the committee geared towards ensuring food and nutrition security for all Nigerians.
