MINIMUM PACKAGE FOR NUTRITON IN A FUNCTIONAL PHC
Nigeria is home to the third largest population of malnourished children in the world, with an infant mortality rate of 70 per 1,000 live births and an under-five mortality rate of 120 deaths per 1,000 live births in 2017. The Sustainable Development Goal (SDG) 3 calls for the global community to ensure healthy lives and promote well-being for all at all ages. To fulfil this, SDG3 has set specific targets for all countries to complete by 2030. These include reducing infant mortality to no more than 12 per 1,000 live births and under-five mortality to 25 per 1,000 live births. It also calls for the maternal mortality ratio to fall below 70 per 100,000 deaths. Nigeria’s infant and under-five mortality rates are nearly six and five times higher, respectively than the 2030 goal.

KADUNA STATE TREND ANALYSIS OF NUTRITION BUDGET
Irrespective of allocation, actual spending on nutrition intervention per person per annum in 2021 was N97.43. The Kaduna State government clearly underspent its Nutrition sector budget despite lower than expected allocation. Budget performance was only 60.55 per cent in the fiscal year 2021. Efforts should be scaled to address these impediments to ensure smooth budget implementation and improve budget performance, especially for the key nutrition-specific and nutrition-sensitive interventions.
NASARAWA STATE TREND ANALYSIS OF NUTRITION BUDGET
The Nasarawa State government underspent its budget for interventions to address malnutrition despite the lower-than-expected allocation. Budget performance for the nutrition intervention remains very low. For instance, budget performance was only 30.25 per cent in 2021. Efforts should be scaled to address these impediments to ensure smooth budget implementation and improve budget performance, especially for the key nutrition-specific and nutrition-sensitive interventions.
NIGER STATE TREND ANALYSIS OF NUTRITION BUDGET
Budget performance was only 20.58 percent in fiscal year 2021. Efforts should be scaled up to address these impediments to ensure smooth implementation of the budget and improve budget performance especially for the key nutrition-specific and nutrition-sensitive interventions.
Actual spending on key nutrition interventions stood at N204.35 million in 2021, down from the 2020 level of N567.68 million. Compared with the population, Per capita nutrition allocation in Niger State stood at N31.03 per person in 2021, down from the 2022 level of N89.18 per person per person annum.

CS-SUNN is the Nigerian Civil Society Alliance (CSA) of the Scaling Up Nutrition (SUN) global movement, which was founded on the principle that all people have a right to food and good nutrition.

Budgetary allocation for nutrition interventions increased from the 2015 level of N9.94 million to N268.56 million in the fiscal year 2022. Budget allocation for nutrition intervention in Lagos state has consistently increased since 2020.

Despite the reiterated commitment to prioritise financing nutrition-specific and nutrition-sensitive interventions, this has yet to be achieved. However, budget allocation for nutrition interventions has increased from the 2014 level of N624.64 million to N1.72 billion in the fiscal year 2022.
When budgetary allocation for interventions to address malnutrition and other related challenges was adjusted for inflation, allocation in 2022 remains below the 2014 level.

The coalition was
formally launched on the 7th of August,
2014. We have a common vision with clearly defined roles and responsibilities, clear
accountability , and sustainability framework. The guiding principles of the
alliance include; Evidence-based decision making, Gender mainstreaming, Equity,
Feedback, Diversity, Value for money Transparency and Integrity.

CS-SUNN KABP STUDY REPORT
CS-SUNN in the PACFaH project is the issue lead for the nutrition component of Child and Family Health and is set to through effective advocacy push for the implementation of the National Strategic Plan of Action on nutrition (NSPAN) which was approved by the National Council on Health in 2014.
This study is designed to measure the KABP of policy makers towards the NSPAN and to ascertain the number of them supporting the plan in Kaduna, Niger and Nasarawa state and national level, thus showing political will and commitment of policy in implementing the strategic plan.

The first 1000 days of a child’s life (from conception until the first two years of life) is the most important time for any type of intervention as the effect of under-nutrition after a child reaches the age of two years may become irreversible.
