The Organization

The Centre for Legal Research and Development (CLERD) is a not-for-profit and non-governmental organization established to promote the advancement of basic human rights, good governance, and inclusive development in Africa and around the world. CLERD work cooperatively, both locally and internationally, through integrated advocacy, education and capacity building, and research. CLERD has two broad thematic focuses, that is: human rights and access to justice; and good governance.

Job Description 

CLERD is currently recruiting for an upcoming project. We are looking for a qualified candidate for the position of a Lead Project officer. The Lead Project officer will provide a level of leadership in CLERD’s effort to promote transparency and accountability in public budgeting process at national and sub-national levels of Nigeria. This is with a view to entrench a culture of open budget process and make public officers account for public resources committed to their care.

Key Areas of Accountability

  • To coordinate interventions and activities that will lead to effective implementation of CLERDs project on promoting budget transparency and report regularly to the Project Director.
  • The post holder will also be expected to contribute to the implementation of CLERD’s wider engagement with policy makers and other stakeholders.

Duties and Responsibilities

  • Develop a good knowledge of state and national government structures, parliamentary and political processes and key public decision-making structures and how to influence them.
  • Undertake periodic reviews and analysis of states and national budgets, and generate data, including baselines, for engagement with policy makers and wider stakeholders.
  • Lead/contribute to formulation of key advocacy messages and targets from lessons learned, assessments, research and evidence gained from interventions.
  • Contribute to  the  development  and  implementation  of  advocacy   objectives  and Initiatives, both short and long-term, encompassing a wide range of issues and audiences in public budget process.
  • Organize and implement trainings on budget process –formulation, monitoring, tracking implementation and evaluation of states and national budgets.
  • Build systems for research, analysis and documentation that underpin evidence-based advocacy and influencing at national and state levels.
  • Develop dissemination and communication strategies for key advocacy messages.
  • Produce reports and presentations for internal and external audiences, as directed.
  • Develop strategic relationships with other institutions/organizations engaged in budget advocacy and policy work.
  • Develop and maintain a network of external contacts with key individuals in the government, civil society and the media.
  • Represent CLERD at various forums and advocacy opportunities as directed.
  • Ensure clear links and mutual reinforcement between programmatic approaches and advocacy strategies.
  • Perform other tasks, as required and directed by the Project Director.

Knowledge, Experience & Qualifications

  • Minimum of bachelor’s degree (B.Sc.) in Economics, Political Science, or any Social Science related field.
  • Minimum of 4 years post-graduation work experience.
  • Knowledge of budget transparency issues, accountability and advocacy research/engagement.
  • Experience of drafting and presenting policy issues to a variety of audiences in a concise manner.
  • Experience in advocacy techniques and influencing tactics.
  • Prior work experience in budget advocacy in Nigeria.
  • Knowledge of the policies, functions, structures and decision-making processes of key national institutions with regard to public budget cycle at state and national levels.
  • Excellent conceptual and analytical skills and demonstrable ability to think strategically,
  • Innovative and practical experience in change management.
  • Ability to communicate effectively with a wide range of audiences at local and national levels.
  • Ability to build and maintain relationships with partner agencies and key contacts in the government, NGO, civil society and media sectors.
  • Fluency in English language (written and verbal).
  • Ability to work independently and manage project with limited supervision.
